A typical swimmer who doesn't truly understand
how the water is supporting them tends to be more vertical in the water. This makes them the equivalent of a Mack truck trying to move through the water.

understands how their buoyancy works keeps themselves more horizontal on top of the water's surface making them the equivalent of a stream-lined race car
moving through the water.
Most swim programs jump right into how to get the student to move through the water as fast as possible - even a Mack truck can be moved with enough power.

stream-lined race car. With this understanding very little energy is required to propel the swimmer and keep them safe and in control.
Only after you have control of your orientation in the water is the finesse of more efficient, powerful movements added to the process.
